I am under the firm impression that human chair refers to a sexual fetish of someone being used as furniture, rather than someone sitting on another's lap.
It would be comforting to be proved wrong. However I read some rather odd translated Japanese stories from the earlier 20th century, and the French also of that time, those who loved the Orient, also had some authors whose tastes were strange.
Should we treat human chair as a subset of human furniture significant enough to have its own tag? Or is it essentially a combination human_furniture sitting_on_person search?

The sitting_on_person tag is not defined by whether something is sexual or not, and only covers one person sitting on another. The sitting_on_face implicates sitting_on_person, and over 62% of images under that tag are rated explicit. Given that the human_chair tag is visually defined with a person sitting on top of another person, making this implication seems logical.

Going with the current definition of human chair, the tag is a very specific subset of the human furniture that would properly be defined as more or less a 3 tag search: human_furniture sitting_on_person all_fours. It would therefore have significance enough to warrant its own tag.
It does make up the the bulk of sitting_on_person+human_furniture depictions, but having it as a tag would also help separate out minority images like post #871936.
One major concern is that given how specific the tag is, the rather broader sounding name will make it prone to mistagging. It might be worth considering that perhaps an alternative name might be more appropriate. The same pose is also used when a character is "riding" another (post #586987, post #2577250), so a name like human_horse or similar could be possible alternatives to work with.
