create alias hand_on_arm -> holding_arm
The wiki for hand_on_arm specifically says not to use it. Aliasing the tag is a more thorough solution and should have been done in the first place.
The tag alias hand_on_arm -> holding_arm (alias #14967) has been rejected.

What's with hand_on_own_arm?
Some sort of restructuring of these tags is needed. I think having both "holding arm" and "arm holding" as separate tags and having them mean opposite things is pretty confusing. I don't have any idea how to solve it however, because "hand on own arm"/"hand on another's arm" is not fitting enough either imo, as it does not consider the case when the arm is not lying on but grasping the arm.
-1. imho, we should exert effort to prevent if possible aliasing ambiguous terms/tags, in this case, unfortunately, to another potentially ambiguous tag. having a 3 pages worth of mistags in a span of 6 years is actually not really bad, considering many of the tagging was just done over a year ago. a simple gardening would be the preferred solution.
though, i wouldn't argue the alias if it pushes through as there are several precedence before. i just realized we shouldn't select an alias as the solution if it's not warranted.
regarding restructuring, yes, i believe there are several discussions before. if hand_on_own_arm / hand_on_another's_arm are insufficient, there are actually like: grabbing_own_arm / holding_another's_arm. we can define what constitute as such to prevent mistags or overlaps.
