If there's not an already existing but underpopulated and obscure tag that covers it, yeah I'd say so. I'm actually surprised there's not such a tag already, given how distinct and common it is. Though I'm not sure "disconnected smile" is a good name, given it could also be used for other expressions.
I know exactly what you're talking about and it's very popular in moe anime but, i don't see it getting used much in searches, even if it would be pretty populated.
Plus, we'd probably end up having to create a bunch of other tags for particular mouth types that only get usage in anime and manga illustrations, like the side mouth or the mouth way up to where the nose should be.

Besides what skylightcrystal said, we also have no nose and round teeth to name a few other popular drawing techniques mostly limited to anime and centered around the face. They're all probably underpopulated, but that doesn't mean we should get rid of them. I don't see what's the harm in creating new ones if they tag specific concepts that could not be searched otherwise. The only difference between them and eyebrows visible through hair is the post count.
+1 I say yes to a new tag. It's distinct like NNT said, and it's not so common as to completely negate the need for a tag. Also, I don't know this for certain, but I'd be willing to bet that the majority of general tags aren't searched very often if at all. Doesn't mean that they shouldn't exist though.
