imply inactive_account -> bad_id

I feel like we have a million tags for different ways of saying the source is dead, and I'm not sure why. Does it really matter if the source is dead because the artist's account was deleted, versus the post being deleted? Either way, there's nothing we can do about it.

remove implication inactive_account -> bad_id

Not every inactive account is a bad ID, actually. Individual posts on Reddit (post #9060485), NicoSeiga (post #6123307), deviantArt (post #1295513), etc can sometimes still stay up when the user's account is dead.

I feel like in turn the wiki should be updated to indicate that the account for the post's source is inactive so that it's more representative, since the current wiki doesn't really make sense to be used practically, the phrasing is weird and unwieldy. So it'd be something to the tune of "should be used when the account where the image was originally posted to is inactive" or so.

Although I'm not even fully sure what the utility of it is or why we care if the account is dead more than the original source.

It's helpful when you're trying to link posts to artist entries. If you know a source is dead and gone, it can be pretty hard to resolve that without some archive/saucenao jutsu. If the account is just inactive though, sometimes you can still correctly identify which account it belonged to and resolve the artist.
