clean up low_neckline

Seems a few people are misinterpreting the low neckline tag, with images such as the following being poor or non-examples.

A clean-up would be appreciated.

The issue is with the tag name. "low neckline" says nothing about the tag being about nipples. So long as it'll have that name the tag will keep being misused.

I suppose. Would we need to rename it to something like "extremely low neckline"?

The wiki definition for the tag is arbitrary to say the least. I think the tag itself should be kept unchanged and a new one made for that specific measurement.

The name you proposed is ok, just by danbooru conventions it would be 'absurdly' instead of 'extremely'

From the examples you posted I would call it 'Bustline neck'.

We could do both low neckline and very low neckline, but there is a high chance that the later will get mistaken with plunging neckline
