remove implication flower_necklace -> necklace

This is an old but bad implication that was created without discussion in topic #10778.

Necklace implies jewelry, which we define as being made from metal, gems, beads, and so on. Most definitions of jewelry restrict its use to long-lasting materials; the Wikipedia entry specifically excludes flowers in its introduction. Necklaces woven from flowers, like in post #4546829, should not be tagged necklace or jewelry. "Flower necklaces" that are actual jewelry, as in post #4242344, will have to be tagged necklace manually.

i would prefer removing the flower_necklace -> necklace implication for the same reason laurel_crown doesnt imply crown

another option would be to remove the implication then alias it to lei and remove the jewelry-flower necklaces like post #4533823

post #4636287 isn't a lei, so that alias is a bad idea. Do we have a reliable way to find flower shaped jewelry necklaces without flower necklace? I couldn't find one so maybe we should consider making something for those.
