Angel has 13k posts while fake_halo has less than 500. Additionally, fake_wings only exists on 40 angel/angel_costume posts. If people want to search for fake angels then these tags already do a better job than angel_costume, and with them being a fraction of the size of angel they're hardly going to flood it.
This tag only has 57 posts, there's no point in trying to force a distinction when our users clearly don't care. I see more fake angels under angel than angel costume.
