Cheri+ is a sister publication of Dear+. Dear+ is divided into two sub-magazines: Shousetsu Dear + for light novels and Cheri+ for manga.

Why do we need two different magazine copyright tags for a single picture?

This will probably make more sense for people who upload bishounen male focus posts, but a distinction is made between dear+ and cheri+ because, as I said above, they were made for different purposes. Dear+ does have it's own publications, which are not specialized strictly in novels or mangas, but it's sister publication Cheri+ only publishes manga. Both of them have covers on their releases, so I think the two tags are necessary to set the distinction between the two magazines and so that people know that these two magazines are (de facto) by the same magazine, it's just that the sister publication title (Cheri+) is used for it's purpose - exclusively publishing mangas, rather than publishing any variety of content like on Dear+.

As for why we need it for a single picture? Well, we don't need it for a single picture, but the tag can grow at any later point. I was planning on uploading more covers from both magazines, or well, mostly Cheri+, because they featured Given characters many times on their covers.
