You're thinking too zoomed out. The tag is specifically used for as it's seen in the night sky as the bright band of stars across the sky. Ex: post #7566990. The galaxy tag should very explicitly depict some sort of galaxy structure and be more than something that could be confused for a nebula or star cluster. Its current use is too broad.
It's essentially the same as implicating sun to star. It's not wrong, but it's also not at all the same visual from the Earth's perspective.

Perhaps, if we were to want to keep a distinction between full galaxies and smaller sections as viewed from a surface, I feel like there should be a new tag to encompass them (full_galaxy maybe?) because as is the average user seems to toss everything in the same category. However I still believe that it makes sense to want to see images of the Milky Way when searching for posts tagged galaxy.

Eh, no. It would be like tagging sky in artworks like post #7542429. Yes, the sky does appear there, but is it what you're looking for when you're looking for pictures of the sky?
Ironically enough I'm having trouble finding an example of what I would like to find when looking for galaxy. I think post #2074411, post #966961 are the closest I can find in milky way. post #6683861 is a good example.
Anyways, I agree that they should be separate. Maybe "milky way (sky)" and "milky way (galaxy)"?
Given how unpopular this BUR ended up being I wonder if anybody has any ideas to deal with people who don't know any better tagging posts tagged milky_way as galaxy instead, renaming it to milky_way_galaxy wouldn't work because people would just add both tags with a name like that.
Additionally I don't particularly mind the suggestion of *_sky and *_galaxy but having it specific to the milky way bothers me slightly, in such a system, how should we tag images on earth where the galaxy drawn doesn't resemble the milky way?
