Bridal garter has been used to cover two types of garters.

2. A frilled thigh strap, thick center ribbon, post #4441943, post #4242844, post #5444523
The old examples in the wiki preferred type 1, and I assumed type 2 is a thigh strap, but the new examples in the wiki are contradictory to my assumption. Is bridal garter supposed to cover both?
