Designs are visually distinct enough and there are enough depictions of both that I think a separation is justified. The main distinguishing difference (aside from the visible lack of vest/jacket in the summer uniform) is the collar, which is useful because older characters are often portrayed cosplaying in the elementary school version specifically.
