So, for whatever reason, we maintain an arbitrary division between the hobbits from the Lord of the Rings, and halflings from Dungeons & Dragons and beyond. While it is traditional to maintain a distinct between the two in fantasy spaces due to the legal element, on Danbooru, that's irrelevant. Hobbits and halflings are essentially the same, and hobbits are even referred to as halflings in Tolkien's work, hence where halflings got their legally-distinct names from. So, in my opinion, we should just merge the tags and use one name over the other.
Given how many fantasy works exist which use halflings as a term for their legally-distinct hobbit race, or otherwise using similar terminology (with Dungeon Meshi being the premier example, dominating the majority of the tag while using 'half-foot' as its term of choice), it just makes sense to go with the term that's not copyright-exclusive.
