Imo, I think it should be treated with a context of "what if it was English instead". I.e. at least it should be S.
as per howto:rate, section Guidelines -> Rating:General:
Mild profanity, insults, or rude gestures (e.g. middle finger) without lewd or sexual connotations.
as per howto:rate, section Guidelines -> Rating:Sensitive:
Anything not G-rated, not completely safe for work, or not completely safe to view in front of others.
a long paragraph about a woman producing pornography is not mild or completely safe to view in front of others
TLDR: If only the untranslated non-English text is sexually suggestive, then it can go in G. However, once it is translated, it should get a higher rating.
