i can never remember this tags name.
velvet rope is the name used in club penguin (the only source we should be using for tag names) and seems to be generally understood as the name outside of stanchion. this is the one i immediately think of and always try to tag.
rope barrier brings up quite a few results, including this store page and overall appears to be the name used by people that dont know the other two names.
