You can change the category of tags with low amount of posts manually. As you can see, someone already did.

On Tags page, find your tag, click three dots and then click "Edit". "Change category" will be the only option there.

Also don't forget about "character:", "copyright:" and "meta:" prefixes when creating a tag, see howto:tag/Creating a new tag.
