deprecate open_hoodie
Going by the hoodie and hooded jacket wikis, this tag shouldn't exist. If it can be opened, then it's not a hoodie. Open hoodie is like 90% jackets, and sometimes things that don't even have hoods.
Hoodie is also filled with jackets even ignoring open hoodie pollution, so maybe we need to figure out a better system for these tags.
This is a big can of worms. If we really want a division, hoodie should be split into hooded jacket and hooded sweatshirt (or is it a sweater?, and this being what people usually refer to when they talk about hoodies), but it's a massive undertaking given the size of the tag, and the term is pretty ambiguous because everyone has a different definition of it. Some people will argue hoodies can have zippers, thus making hooded jackets just a hoodie variant.
