Heart hands/arms implications

BUR #41929 has been rejected.

create implication thumbs_down_heart_hands -> double_thumbs_down

The gesture has to have the double thumbs down, so it should imply it.

Also this is self-explanatory.

I'm not 100% sure on this because that makes it hard to actually search for solo heart arms, but given the name of heart arms people are probably gonna tag it on duo/trio tags regardless of whether we do this.

It's the same with heart hands, unless someone creates a tag like single heart hands or single heart arms.
