Does Steam workshop item count as Paid Reward?

I found an animation on Steam Workshop of Wallpaper Engine, and it was uploaded by the artist. I can subscribe the item for free, but I'll need to buy Wallpaper Engine to download it. So does this count as Paid Reward and should not be uploaded to Danbooru?
