Hand in panties BURs

deprecate hand_in_panties

I noticed earlier via an edit on one of my posts that we have hand in panties, hand in another's panties, and hand in own panties. I propose we do one of two things. We either split hand in panties in two and deprecate it, which is this BUR and how we handle other hand in/on tags; or we make hand in panties an umbrella tag, which will follow in a second BUR. I split hand_in_panties -hand_in_own_panties -hand_in_another's_panties into the two favgroups above and a third favgroup which is where I either couldn't tell whose hand it was or whether the tag applies. I went with an update here instead of a nuke on the off chance I missed something.

BUR #51762 has been rejected.

Not 100% sold on this: are we sure there's no posts where the tag's used just for hands under clothes in the crotch area? Are panties *always* visible?

I gardened those cases to other appropriate tags when I made the favgroups. I remember a few that went to hand under shorts and one male equivalent which I moved to hand in underwear; I was planning to propose a secondary BUR to change that name to make it for male underwear. Doesn’t mean someone in the future can’t mistag it, but that’s always a risk. Edit, I didn’t look through hand in own panties or hand in another's panties that weren’t tagged with hand in panties, so yes, it’s possible there might be some posts tagged where panties aren’t visible. I’ll look through the tags later and post again when I’ve done so.

I moved things to the appropriate hand_in_another's_* tag or hand in another's clothes where ambiguous.

This also raises this question of whether hand_in_another's_* should imply hand in another's clothes, and what should be done about hand under clothes / hand_under_* vs hand_in_*.
