What do we wanna do with gibberish commentary

create implication gibberish_commentary -> commentary

As it currently stands there are 3 posts tagged with both gibberish_commentary commentary_request, but for the most part I feel like "gibberish commentary" is an acknowledgement that... well, it can't really be translated? On account of it being gibberish. Sure it doesn't fall under the definition of "A post where the artist commentary is understandable by the average English speaker." but there's really no way to make that true with these keysmashes. Maybe it should just be a secret third thing existing mutually exclusively to the commentary request and commentary tags?

remove implication gibberish_commentary -> commentary

The alias results in cases like post #7046617 being tagged with commentary even when there's still legible text. At least, I think the Chinese in the commentary title is saying something (putting it in Google Translate results in a coherent Your Mom joke). I believe we should be treating this like English commentary and not have it automatically added to posts that might still have something that isn't complete nonsense.
