Tag Alias: partly_translated -> partially_translated

Aliasing partly_translated -> partially_translated.

Reason: They are often-interchanged synonyms. Also, translation_requested -> translation_request in case this mistake happens in the future.

Can we also get translation_check aliased to check_translation? I sometimes type the wrong one.

Well, translation_check seems less likely to be confused, expecially for those who use fixme tags. But if we can, let's have that alias too.

I've developed a habit for "partial_translation". That might be because of One Yukkuri Place. Should we add this too? :S
