I wouldn't be surprised if raised_hand was intended for depictions of characters raising their hand in class, etc. There might be enough visual difference to define them differently or at least have raised_hand a specific type of arm_up.
Of course the tag is filled with mostly images that would be better under arm_up, and would need a quick clean through.
I see raised_hand as a specific kind of posture where arm_up is a lot more vague and general. So maybe an implication but definitely not an alias please.

I disagree with either an implication or an alias and recommend that the two tags be separated, as suggested by NWF_Renim.
It's possible to raise your hand without raising your arm (e.g. while resting your elbow on your desk). I did it all the time in school. post #137751 comes kind of close to what I mean.
