Tag discussion: jpeg_artifacts and actual photographs

While jpeg_artifacts in digital images is undesirable, does the tag still apply if the image in question is an actual photograph? post #1016618 has visible artifacting, but is a photograph whose compression artifacts are most likely caused by the camera itself rather than poor image saving on the artist's part.

If the image has noticable jpeg artifacts, it should get the tag. Why they're there or who saved it at a low quality should be rather irrelevant.
