Really? No_hat? No_headwear?

Forgive my incredulity if there actually is some rational reason for having these tags, but what on earth could it be? I mean, I get that we're trying to be thorough here, but that's a little excessive -- kind of like saying someone isn't wearing shoes or something (and that would actually be more relevant, I think, since some have foot fetishes!).

no hat/no headwear are for characters who are *expected* to be wearing a hat or headware.

Ah yes! That makes sense.

A better comparison to what I thought was going on would probably be some tag like has_arms or something like that -- something that is definitely the case in the majority of pictures.
