See post #1452961 as example. Kirisame_marisa clearly has no hat, so no_hat has to be used. Alas she does have alternate headwear, so the no_headwear tag is completely wrong here.
This applies to all pictures with characters who normally wear a hat using different headwear like bows, ribbons...

If anything, hat_removed would've been a better (but still possibly wrong) implication.

You've already tagged it alternate_headwear, so no_hat doesn't apply.
