Unfortunately, that won't do much - this comic tends to follow canon much closer than most. Since EX-Rumia is fanon... a ribbonless Rumia would just be Rumia without a ribbon.

The ribbon sealing off her powers was part of her character profile in EoSD I thought.

She was just told not to touch the ribbon. Didn't really say anything about sealing her power..

She wasn't "Told" not to touch the ribbon, no one told her that(as far as we know). She's actually just incapable of touching it at all.

According to her profile, the ribbon on Rumia's head is a charm that she cannot touch, so there is no exact explanation that it actually sealing her power or something.

Maybe we will just have to wait to witness this to happen.

ZUN stated that Lily Black is just Lily White altering her colors, there's never an individual Lily Black, but still she exists in games such as PoFV and Fairy Wars so she still has some slight canon on her.

Maybe her profile was just a complete joke and she simply can't bend her arms anymore to even touch the ribbon.

Yeah, I can see why people prefer the Ex-Rumia idea.

Yet this comic has them both existing instead of Lily changing her clothes. Sure both appeared in SSiB but I think ZUN was particularly drunk then. And he did say later on that here was no separate lily black.

Also there's nothing in canon that denies or confirms the existence of EX-Rumia so that might be possible

It's not the fact she ate the snow that amuses me. It's the fact she took the time to make it into a snowman first.

in an interview ZUN did say that Rumias ribbon was actually a seal and she would be immensely powerful with it off. But he hasn't yet put it in any work so the actual unsealed form of Rumia is up for debate.
