No, but they are probably pathetic. She can't actually cast magic and she can be killed by ordinary humans, so she'd be the weakest Caster ever unless Ryuunosuke has sex with her and then hides until she reproduces (at which point she dies anyway).

She can manipulate people's brains and body composition, don't forget. With judicious supply of people to tamper on (which Ryuu will undoubtedly happy to supply), Saya can become a fearsome commander of cosmic horror armies in the vein of Gilles, except that she didn't summon them. Makes for a MUCH squickier Caster, no doubt.
Add in the fact that Saya is rather hard to kill. It took destroying half her body to deal a fatal wound to her and she is able to ignore attacks that would prevent healing (she can simply replace the damaged tissue completely rather than heal it). Combine that with the ability to warp and alter flesh in any way she needs she can both do the minion thing AND attack opponents in ways that ignore protection and would be very difficult to recover from.
While not powerful in the conventional sense, she can definately be a force to be reckoned with.
