Orin is just following her natural instict as a cat to sleep everywhere she feels like it.
That doodle "please adopt me" stuffs belong to a previous abandoned animal that once there. It is now got an owner and is living happily (the dog can be seen upper left of the picture).
The cloth patch on her bottom left is because Satori closed the hole on her clothes and Orin is being grateful for that so she doesn't want to change her favorite clothes.
Maybe he means Orin is poor, but her breasts are rich.
Or that most people who are in poverty are too poor to buy food and are usually malnourished or frail. The size of Orin's breasts suggest that she's got to be eating fairly well, somewhere, which would, obviously, mean she can afford to have food on a constant basis i.e. she can't be all that poor.
