Some may argue that this is the appear. To most they seem flat-chested and mannish yet only you can see their feminine beauty.

Except it's canon that Naoto is busty. So she isn't a flat chest character at all.

I thought just about everyone who know about Noato knew she had a large bust but kept it hidden.

I stand corrected about Naoto, then. But my point still stands, though.
