So did I, and I still had no idea who she was. I had to check the Pixiv tags to find out she's the/a "rainy season fairy", and even then, I found I'd never heard of the character before. Has she shown up in any other works besides this and the novel in which she originally appears?

Erm... nope, checked around and still haven't seen a name... I guess we really need a new tag for Unnamed Touhou Fairies :V

I don't recall if there's a rain fairy, but the design looks like it's based on this, which was used in this by futa4192, which I'm uploading now.

It's based on an original fairy made by Ko torii that or his fan art of the CoLA fairy, one of the two.
