Kurushii (Person on dustloop who ripped them from the game and put them up.) would have to redo them to get it higher res, and on the matter of the borders, that's just how most are.

This specific picture is a screencap from the game, I don't know who draws them. As for the bonus pictures the artists aren't listed either. I only tag them if I definitely recognize the style. And don't complain about the resolution when the game is pretty much brand new. :/
