Unnecessary flag if you ask me. I've seen worse accepted art here. Probably what hits the most here is the thighs / crotch area for "bad art" but that's minor thing.
As for this, it’s bad art from head to toe: bland face (can be argued, but nose is too off-center even for perspective), bad anti-gravity breasts, bad anatomy (broken lower spine/pelvis), bad proportions (just compare thighs and arms), impossible vacuum-sealed socks. I hope you can see at least one of these problems.
I’m with W4lt3r for the unnecessary flag, though: Looks like this post was still pending moderation and shouldn’t have been flagged.

Wrong User base. I'm a Priviledge User as well. Priviledge status is something you can actually buy. What you're looking for is Contributor status. Those are people that uploaded so many good pics that its clear they know whats acceptable on Danbooru and then a mod/Albert promotes him to Contributor. http://danbooru.donmai.us/help/users
I do agree that flagging before a post is approved needs to be removed. My naivety might have the better of me, but it shouldn't be too hard to have options available or unavailable depending on the post's status...
the only reason id like to keep the flagging before approval thing is to take care of accidental uploads. Recently i uploaded an extremely low resolution thumbnail when i missed the "find similar" button. It was convenient to be able to let someone know it was a mistake by flagging it so it could be quickly disposed of. And a while ago, someone uploaded a blank image and was able to have it deleted before too long. But i don't know maybe these incidences are too rare to matter. those are just my thoughts

Maybe only allow the uploader to flag the image in mod queue?
If you've made a mistake in uploading something that was a bad resolution or empty page or just a bad pic in general, No Janitor/mod is going to approve it anyway. After 3 days the image will die off naturally. I see no reason at all to flag images before they are naturally approved.
