I think it's because the artist was going for a more realisitic look (note muscles). But yes, it is ironic.

They're still only slightly smaller than her head. And she typically has muscles in the comics anyway.

According to her pools, Peej is "Perfect".

Power girl has always been one of the hottest chicks ever period and this pic does her justice.

It IS ironic that her boobs shrunk on an anime site though.
