The character isn't named by the artist, but the image is called 肉食系, Nikushokukei, which means "Carnivore" or "Carnivorous". He says "this was a nice character" so I'm guessing she was just a background character that caught his eye? I haven't seen the last episode or 2 yet.
Well now that I know there's a girl with short, black hair who's carnivorous, scene-stealing and hilarious in the last episode, I'd better catch up with this series.
