I think the gist of it is that Akane is saying Yayoi is very cute (when she cries?), and that she wishes she was more cute herself. Then she gets embarrassed about it and tries to brush it away, and somehow it sets Yayoi off crying. Akane's weird dialect and my inability to read some of these kanji are preventing any kind of certainty, though (e.g. she says "kawaee" rather than "kawaii" - but that could be a different thing altogether).
