Pretty sure this doesnt have anything to do with african americans. Or black people. I think this girl is one of those made-up anime people that have tanned/dark skin, but light hair and eyes, which i never see in real life. Would like to, but don't.
With some science and a few years of genetic engineering, It will be possible someday. I've seen a dark skin lady with blue/grey eyes and she is a mix of everything except for Hispanic. She looked like a Slavic person.

It is possible, but very rare to see a 'dark skinned' person with light eyes. I only know one black person with green eyes, never seen blue though.
