I was ready to call bullshit on this, but I thought about it for a minute, and did some image searching. Turns out, it really does look like Fi doesn't have arms. I'm willing to bet, though, that her cape/mantle thing is actually two big oversized flowing sleeves that her arms are inside. This makes a lot of sense if you watch her dance. The sleeves don't flow around freely like loose cloth would, and when the light shines through them, they appear darker in the middle, which suggests arms inside.
Still, it's kind of amazing that I beat this game and never noticed that it could be argued that she just doesn't have arms.
