It doesn't help that quite a few characters in Gensokyo seem to be illiterate. Probably quite a few of the younger youkai and I'd wager most of the fairies wouldn't ever bother learning how to read, plus not everybody can pull out instantly scribbled on signs like Saotome Genma in panda form.
