I have one or two guesses: 1)Going by how she is in canon, Remilia possibly suffered brain damage that left her with the mental state of a (younger) child. 2)In this universe, she might they universe' equivalent of intellectually disabled (basically, an extremely flanderized version of canon self), though that wouldn't track, so I go with the first explanation
