Urobuchi's Vlad doesn't really exist. All we have is the design and some notes from Apocrypha, and we don't know if he will even have a hand in the novels.

He looks like Integra Hellsing with the features and the cigar, except the glasses of course..

To be honest, they did disrespect him, treated him like a peasant, and then tried to invade his country.
I'd say taking as many alive as he could and impaling after torturing the ambassadors who disrespected him was kinda deserved. Plus, they were heathens. Nobody will shed a tear for a filthy heretic.
