The things that aren't exactly accepted here is the "western style" of cartoons. Which is pretty... hard to know what is the line. There are animes that use western style animation (P&S). The line between anime and cartoons is pretty fussy already. So i highly doubt you can take this into consideration practically.
This drawing isn't exactly the top of the mountain of what is an Anime like drawing, but it is however, colored and designed a lot anime like.

Good thing I never said anything like that then. Danbooru is for stuff that's related to Japan though, and practically all of this lady's art isn't even related in some of the really specious ways that are acceptable.
Unless your criteria are strictly geographical (artists and copyrights from Japan) it seems pretty much impossible to distinguish between what is related to Japan and what isn't though.
Anyways, since the site's an archive and the variety of art sources, styles, themes, etc. is limitless, being inclusive might be preferable to being exclusive in all but the most clear-cut cases, and apparently this isn't such a case.
