I think what's happening here is that one person bought two cartridges (both black and white versions, presumably, so that they can trade to themself), and is playing with two DSes in order to play the co-op mode by themself.

This is one of the big reasons we need a 3DS-native entry. StreetPass is much more passive and versatile than putting the cart in standby. But, then, maybe those new e-Shop entries will emulate that functionality.
