Mmmh. Guys, if you don't want screencaps here, then you should not allow so many of them. I miss a clear rule and not this "Try it and you will see what happens". Delete all screencaps on danbooru or give all the same chance. Sounds fair to me.

Rules do change over time as general consensus changes - there have been enough whole manga/doujins posted in spite of a rule against that exact thing, but where it is now fairly common for whole doujins to get uploaded.
Of course, it helps that the wiki-style system for soft translating is actually really conducive to getting many works translated (and corrected if mistranslated) that might not otherwise be translated, so there's more of an argument in favor of that than this.

And the manga/doujin theme is difficult. I haven't upload one so far, fearing a deletion of many, many pages, even if I just upload the first five pages or so.
