Looking at Nero and her design and character makes me think that bust size is proportional to ego in the Nasuverse (with the exception of Rin).

Boobs are secondary sexual characterstics, and wang is primary. The male secondary sexual characteristics, equivalent of bust, are closer to being facial and chest hair, of which Gil is notably lacking (particularly in comparison to his remaining statues in real life).
