A lot of this artist's images are tagged loli, but many, such as this one, don't appear to fit the danbooru criteria for the tag. This girl, for example, does not look "preadolescent" to me, so why the tag?
If I had to guess, it could be that the artist themself identifies them as being under 18. Either that, or the the person uploading just has a broad definition of 'loli'.
