Yukari looked pretty loli in PCB and CoLA Yukari WAS loli. (Same with SWR concept art even though she is not one in the game) So, there are many official pictures with a loli Yukari. Heck, even the only ones depicting her with Rinnosuke have her look like a little girl. (CoLA chapter 11 I think)

The privilege of being the oldest Touhou character currently belongs to Eirin. She was alive when the Lunar Capital was founded and that's typically considered an antideluvian event (though not on the other side of the formation of Heaven using a giant keystone).
