Well that's not a skirt, it's a dress. It seems to be rigid, probably supported by some stuff from inner side, so it's not weird that it doesn't go down in this situation, and hat... Well, there are some ears going through it, so maybe they keep it in place?
Alot of hats are actually rather snug on the top, thus it's not a big deal to see them staying on should the wearer be turned upside down. Got a few fedora that are snug on the top that I could wear them on a windy day and not worry about them being blown away.
