The low-numbered recesses of Danbooru's gallery contain loads of poorly-drawn, low-res, and often off-topic garbage that was barely acceptable at the time but would immediately get deleted if someone uploaded it today. It isn't causing any problems just by existing, though, so there's never been a concerted effort to track it all down and delete it, and very few users want to waste their time searching for old crap to flag.
If you're assuming a post is good enough today because it's a near-duplicate of something that was good enough a decade ago, that's a dangerous assumption to make.
(FWIW, I'm not the one who flagged either of these posts. Just pointing out the folly of thinking that just because an old post hasn't been flagged yet, it'll be safe from flags in the future.)
