I don't get it. In order to be saved, all picture have to approved once, so what's the point in sending this one through the maidque if it was already approved once?

Because of the lack of explanation. I mean, look at Keychain's reaction : just like most Danbooru users (aka the I'm too lazy to see who flagged it or why), he was assuming, like I did, that this picture was flagged by a troll. I'm not sure I'm really explaining what's on my mind, so I'll just go away and stop flooding the comments.

I assure you moving stuff to the forums would do nothing to help that. The flag/appeal system works fine, excepting being able to appeal undeleted posts. The real problem is people apperently thinking that we, approvers, can't do the exact same thing that we do all the time just because something has a red border around it.
It is pretty lacking in quality, to be honest. Face proportions, super-pointy hair, funky hands - the typical marks of an artist who still has significant room to grow.

And a lot of stuff that does make it past the queue had worse quality than this. But hey, it's all subjective anyway.
Ah. The "style" appeal. This may be as good a time as any to mention this.
There is a difference between style and quality issues. Just because he draws "weird", doesn't mean it passes as a "style".
To see what I mean, refer to pool #676, a 4koma from a few years back by tefu called The Strongest Puns. I don't believe many of these fit quality standards, and the fact that they were approved back when they were uploaded is a little questionable to me, but given that they're already here, I think the pool has become the perfect example for showing style VS quality. (And if they get flagged this is the argument I plan to make to save them)
The first images are clearly lacking in quality, being blotchy, scribbly, and messy. But as the comic goes on the art becomes more and more refined, with better coloring, smoother lines, and more consistency. But while this is happening, the artist keeps using jet black eyes, poofy simplistic hair, rounded faces, and noodly arms. His earlier work has led to him developing the style for his later work - but that doesn't mean his earlier work can be called good quality just because it matches up with his style, right?
The same thing applies here. The artist's current work is at a stage equivalent to the middle stage of the above pool, where it's still developing and may very well be laying the groundwork for his future style. But that doesn't mean he's drawing this way now because of his style, and there's still quality to contend with.
