When WAS she an amputee? As far as I know, she had the big metal gauntlets OVER her arms all along, like Rock has her arm cannon.

If you look at her arm in the original pictures, where her biceps and triceps are (don't know the name of that part of the arm exactly) you will see that's where her gauntlet starts. And where her fore-arm should be, is the hollow part of her gauntlet. So she's missing her forearm and hands, and her Gauntlet has replaced them.

My position is that the gauntlets house some sort of mechanism (mechanical or electronic, whichever) to transfer the movement of her hands and fingers onto the gauntlet.
Electronically, it's fairly easy to do, with some servos, 555 timers, force-sensitive resistors sewn onto a glove and the associated passive components. Mechanically, it might be harder with all the pulleys and stuff inside, but still doable.

But re-watching the movie, it does look like her upper arm has been lopped off and the gauntlets grafted on afterwards...

I'd simply say it's best not to try to be scientifically coherent when it comes to anime like this.

When it comes to the burning eye and the cannon not ripping Rock in half, sure. But when someone asks for help cosplaying STR, go for broke, with functioning arms. Although I don't know what came out of it, but I did give someone on 4chan/c schematics of the moving tail, some pointers on making the fingers move...
